Libya

Libya is a reconstruction market, and EMM approaches it with care and candour. Cargo lands at Tripoli, Misrata, Khoms or Benghazi, and Misrata has handled the most reliable commercial traffic in recent years. Political division, banking constraints and security conditions vary by region and by month, so we verify the route, the clearing arrangement and the payment channel at the time of enquiry rather than relying on precedent. Where we cannot see a workable path, we say so.

Oil, rebuilding, water

Oil and gas remain the whole basis of the economy, and the fields, terminals and refineries buy pumps, valves, compressors, separators, heat exchangers, generator sets, welding and pipe-fitting plant and fabrication and workshop equipment, along with heavy spares demand on long-deferred maintenance. Reconstruction is the second driver and it is substantial: cement, concrete batching plants, block and paver machines, crushing and screening, steel bar processing, cranage, compactors and the full range of construction plant. Water is a permanent national constraint - Libya is overwhelmingly desert and depends on the Great Man-Made River system, desalination and boreholes - so pumps, pipe, valves, reverse osmosis plant, treatment and storage are constant requirements. Food processing covers flour milling, pasta, dairy, beverage bottling, date processing and cold storage. Agriculture in the coastal strip and the oasis schemes takes irrigation and greenhouse equipment.

Documentation and conditions

Letters of credit through Libyan banks are the normal payment route and the documentary requirements are exacting, so we match the invoice, packing list and certificate of origin to the credit precisely. Arabic documentation and markings are expected. Expect 230 V single phase and 400 V three phase, both at 50 Hz. Interior sites face extreme desert heat and dust; the coast is Mediterranean with salt exposure.
